Consultant Opportunity: Operationalizing Foundry Delivery in a Co-operative Structure

KBCSC, a multi-stakeholder community services co-operative with 17 member agencies, is the Lead Agency for Foundry Kootenay Boundary; the first rural and remote model of Foundry’s Integrated Youth Services approach. The Foundry Kootenay Boundary service model itself is currently being formalized; the question we need answered is how KBCSC operationalizes it within a co-operative structure, where the members who own the co-op are themselves service delivery organizations, and may be involved in delivering parts of the work.

That reality raises structural questions without template answers: How does KBCSC hold the Lead Agency role while remaining accountable to its member-owners? What happens when a member agency is also a potential subcontractor? Where does decision-making authority sit between Board, membership, and staff so that delivery is both fair and fast enough to function?

This project is funded through the Co-operators’ Co-operative Development Program and must be completed by December 31, 2026. Click here for more information.
